A candidate contesting the upcoming Riau Islands provincial elections plans to report officials of Batam city administration for pressuring civil servant (PNS) subordinates to vote for a particular pair of candidates.

Soeryo Respationo, vice governor candidate nominated by the Indonesian Democratic Party of Struggle (PDI-P), said he had found evidence of district and subdistrict heads directing people on their respective regions to vote for candidates nominated by the Democratic Party and the Prosperous Justice Party (PKS) in the May 26 elections.

"We have heard this information from civil servants working at the Batam city administration. It's very disappointing that the administration is no longer neutral. We will complete our evidence for further legal process," Soeryo told The Jakarta Post, Saturday.

He added some of the district heads he knows well had also admitted they were instructed to back a particular candidate by pressing subdistrict heads to disseminate the instruction to heads of neighboring units in their respective regions.

Soeryo said the official who gave the instruction was structurally higher than heads of municipal administration agency heads or secretary, hinting at either the mayor or deputy mayor.

Batam Mayor Ahmad Dahlan is also chairman of the Democratic Party's Batam chapter while Deputy Mayor Ria Saptarika is a PKS functionary.

Soeryo said regulations on civil servants ban them from getting involved in practical politics.

"I want the security condition to remain conducive. Yet, in regards to recent developments, we have to do something about it," he said.

Separately, the head of Batam administration's public relation division, Yusfa Hendri, said so far the city's civil servants were still considered neutral. However, should there be evidence of their involvement in practical politics it must be reported to the administration or to the election supervisory committee.

"It's better than making false accusations," he said.

Riau Islands election supervisory committee member Lendrawati said there had been violations committed by contesting candidates, such as the misappropriation of state facilities for campaign purposes.

"But we have not yet found violations committed by district and sub-district heads. We will look into the allegations," Lendrawati said.
