Businessmen Demand Revision of Free Trade Zone Regulations

TEMPO Interactive, Batam:Bintan’s Indonesian Businessmen Association chairman, Yamin Hidayat, said bureaucracy at the free trade zone/FTZ in Batam, Bintan, and Karimun has hindered economic growth. The regulations, for example, have given additional costs to businessmen due to the slow processing of documents at the customs office. “The regulations should be improved to allow maximum results,” Yamin told Tempo last Friday.

Yamin also said that businessmen complained about the master list (detailed list of imported goods) and harmonized system code. These hindrances, he said, have been conveyed to the Customs and Excises director-general.

Yamin feels that the establishment of Batam, Bintan, and Karimun as free trade zones must refer to its intentions and objectives. To the investors, delays in incoming goods due to the long checking process causes a great deal of financial loss.

According to Yamin, the master list regulations should apply to trade importers and not industrial importers because the usage of industrial importer goods is definite and some goods may be required immediately.

Meanwhile, trade importers must refer to the master list to prevent incoming goods unrelated to the industry.

The consequence of such a complicated bureaucracy was, Yamin said, two garment companies in Bintan Industrial Estate in Lobam, Bintan, had to shut down in 2009, leaving 700 workers unemployed.

Batam Indonesian Forwarder Association chairman, Daniel Burhanuddin, said the master list is the most serious obstacle in the free trade and port zone. “The FTZ Plus is much better,” he said last week. This means, the free trade zone is restricted to industrial importers.
